The Whitianga Refuse and Recycling Transfer Station (RTS) project involved the construction of a new purpose-built waste management facility for Thames-Coromandel District Council, delivering critical infrastructure to support the region's growing waste and recycling needs.
Constructed across an approximately 17,290m² site, the project included extensive bulk earthworks, the construction of a fully enclosed transfer station building, weighbridge pit structures and kiosk, and the completion and fit-out of a new site office facility. Significant external works comprised heavy-duty pavements, drainage infrastructure, utility services, fencing, landscaping, and associated civil works.
The facility was designed to integrate a range of specialist systems, including weighbridge equipment, waste compactors, bunker wall structures, and supporting operational infrastructure. Successful delivery required close coordination with multiple client-appointed and specialist contractors responsible for key components of the project, ensuring seamless integration across all building, civil, mechanical, and electrical interfaces.
A key aspect of the project was the management of environmental and compliance requirements throughout construction. This included the implementation of contaminated soil management procedures, sediment and erosion controls, dust suppression measures, and strict adherence to consent conditions. Comprehensive quality assurance processes and inspection regimes were maintained throughout the project to ensure compliance with design specifications and operational requirements.
The staged construction programme included site establishment, earthworks, installation of underground services, structural construction, pavement and external works, office fit-out, commissioning of specialist systems, and final handover. Careful sequencing was required to coordinate multiple concurrent workstreams and manage interfaces between civil, structural, building, and specialist contractors.
The project was delivered with full responsibility for site management, health and safety, temporary works, programme coordination, quality control, commissioning support, and preparation of all handover documentation, including as-built records and operation and maintenance manuals.
